Electrical inspection found a meter inside as well as outside. Why would this be?
My guess is that one is for the main power in the home and the other is for electric heat. They have different meter rates.
Could be electric heat I see all 2 pole circuit breakers in the left panel. Wonder how it’s connected in that large disconnect switch.
It’s double tap to the main lugs at the bottom of the disconnect. The other conductors it’s sharing the lugs with feed the panel to the right.

Ryan, is the termination listed/labeled for that?
So both panels are metered from the outside meter and then the inside meter tells what has been used only by the panel to the left. Seems like a strange configuration.
I love the slop sink right in front of the electrical equipment.
Correct. Yes it’s confusing. According to the out dates labels it used to have a second water heater. And some labels say electro-mate. Lol Yes poor sink placement
