Is having mobile home wheels still attached a defect?

There actually is some significance to wheels being attached to RVs, Tiny Homes, (and maybe manf. homes?) etc. and I’m trying to remember how/when it matters. I remember reading on an RV forum where someone bought a cheap set of wheels (that they had zero intention of every actually rolling on) to appease some authority. From an inspection standpoint it makes no difference but is a focal point of some authority at times. Basically, a structure being able to readily move/be moved can matter. Again, I’d never note it at an inspection but it can be of some significance.

It’s my understanding to be considered real property the tongue and axles have to be removed. To be qualified for a FHA loan “permanent foundation “ the tongue and axles must be removed.
Typically on a single wide mobile home the axles are left on and the torque is unbolted and stored under the home
That’s how a lot of the older mobile homes were set up.
When you gotta go, having the wheels on makes the getaway much quicker. No one around here is smart enough to keep the wheels on.
When I lived in SoCal back in the 70s-80s, the parks themselves (dont know if AHJ) required Axles and Tongue removed within 30 days of placement.
When I moved to Washington State in the 80s, it was required also, unless on a private property lot/acreage.
When I relocated to MN in '06, I noticed they don’t give a crap. They do what they want!!

While I rarely see wheels or tires, I see axles all the time.
Not a defect. In some case required. Ever seen fake training wheels – that’s what you get when “mobile homes” have to meet less stringent rules, so people build mobile homes that could never really roll anywhere. Locally our “Tiny Home” rules require wheels (maybe not rims/tires).
