Can’t help much, but my mother has one similar to that, branded Western Auto. It is at least 35-40 years old. One of the elements was changed about 10 years ago. It has never leaked. As far as the tpr valve goes. it might be in the crawl space/ basement, if there is one.

I have found these buried inside of cabinets in the corner of the kitchen at times with no way to inspect the insides or to lift the lid, or read any of the dates/data. I just note it on the report as inaccessiblea and take a temp reading to document the WH is working. Its about all you can do in that case.
