FYI the NC Home Inspector Licensure Board is developing a Standards of Practice (SOP) for pre-drywall inspection. The next meeting is on November 7, 2024, at 9AM
Just for curiosity does NC assert licensing control over all phases of inspection from dirt to one year warranty inspections?
Here in Texas our licensing board only asserts control over inspections for:
- On inspections for the buyer or seller of any home.
- Only when the home is substantially complete and habitable (i.e. closing inspections for new construction).
It depends on who you ask and it’s a gray area as our SOP is really geared towards inspection of completed or existing homes. Which means that the report will be full of limitations because most of the systems are not fully installed and rarely operational.
However, the NC definition of a home inspection is an inspection of 2 or more systems and components for compensation. If a home inspection is conducted for compensation you must be licensed and provide a written report. A home is a structure that is intended or is in fact being use as residence.
The licensing board investigator said he felt that pre-drywall inspection fell under his preview and would investigate a complaint if received.
Thanks for the information! Yes our rules/SOP have many ambiguities and outright obscurities and our licensing board will handle any complaint against an Inspector even if it does not fit the rules/SOP criteria. Typically they will find something else the Inspector failed to do and nail them for that i.e. an advertising rule or other such thing.
