Inspected a panel today an older Cutler hammer. Many of the neutral wires were black. Nothing was coded with tape. Appreciate any help with this as to what the rules are and if anything else stands out as an issue. There was excessive debris and open knock outs galore
What are you asking, specifically? yes, the grounded and ungrounded conductors are improperly identified by today’s standards. It would be prudent to recommend an upgrade, the panel is crazy old.
