The toilet, although functioning as designed, has been installed in an unorthodox fashion and substandard to the normal installations and may cause unsanitary issues in the future.
I would recommend a plumbing contractor to reinstall per standard installations.
There is a polite issue comment if I ever saw one…lol

In conclusion Jeff would inspect the toilet for his client and say nothing about the mop strings with brown material sticking to them wrapped around the wood because the toilet is flushing anyway.
How about you Marcel ?
Not my idea of a quality report .
How about answering the question, Bob?
Also Bob… what is your facination with “brown sticky stuff”???
Never mind. I really don’t want to know!!!

Jeff enjoy the rest of the tread and keep spinning.
Maybe if you spin enough the conclusion will change.

Whatever Bob.
Whatever is so difficult about giving a reply to a simple question? This goes to the basis of inspecting and reporting your findings. What constitutes a material defect?
Interesting that Marcel had no qualms about posting his opinion.
It’s okay to say you don’t know, even though Marcel posted an accurate description. Nobody will hold it against you.
