you need to contact your local department of agriculture and take a pest inspection exam it is required in Washington and it is not a hard test. hope this helps. 
Many HIs pass the exam with little more than the suggested reading material. But...WSDA and/or WSPCA often hold one day seminars followed by testing (some may qualify for CEUs). Not a bad idea if one is in your area.
Be sure to read the insurance/bond requirements for SPI licensing.
