I was unsure about this pic. The vent pipe was in the attic and appears that it was leaking.
Looks like a sloppy primer/glue job to me.

I agree with Larry as well.
One thing I look for around not only plumbing vents, but also any other vents and chimneys, is stained and or wet insulation underneath. If the insulation is wet you know you have an active leak.
