What exactly is going on here? This is where propane enters into the crawlspace but what is the pvc pipe coming out of the bottom for a breather? The pvc pipe going into the ground is full of water. I have never seen this application before.
Maybe someone unsuccessfully attempted to add an extension for the regulator vent. Is the regulator near electrical or mechanical equipment or operable window or door?
It’s a vent snorkel, as Richard said, typically used to move the regulator vent discharge point to a better location. I don’t see the reason they moved it in the first place in your pics, but I suppose it’s possible it was connected to the pipe from the ground until it filled with water. The snorkel (PVC piping) could probably be removed at this point.

Is the fuel source LP? That looks like a second stage regulator. It looks like. DYI modification I’d document as a concern.

What is going on is there’s a liquid propane regulator valve.
The propane pressure regulator valve reduces high tank pressure, to a lower, usable pressure for appliances, while a safety relief valve, upstream of the plastic pipe and fittings, act as a safeguard, venting excess pressure to prevent tank rupture.
Why it, the safety relief valve termination was moved >< 4" inches behind the valve is speculation. As well, the way the extension was created leaves a loop or trap and will hold water and allows insects to travel or nest.
Never seem anything like that gas/liquid propane pressure regulator valve, and safety relief valve termination point moved before. The plastic plumbing pieces really throws me off.
I would refer this to the propane service technician for further review and correction if/where required. To act upon any recommendations therein.

I agree. Propane is heavier than air as opposed to natural gas which is lighter than air. The concern with LP are openings that are below the regulator.
