From the connection on the pole side of the mast down to the meter and into the house is typically the responsibility of the homeowner, at least around here.
So, that connection is covered up along with the goose neck.
I’d recommend repairs as needed for the safe operation of the electrical system by a qualified electrician and the service utility company (POCO)….or some such.

Happens all the time in my area, especially for painters… but the POCO must be called 3 days in advance, and they usually leave in place for a standard 30 days… unless called to remove earlier.

The anchot point needs to be reattached.
It is not required that the riser goes through the roof when the minimum height above the ground can be met by attaching the drop to the structure below the roof level.
Is the minimum height above the ground supposed to be 12 feet? I guess that weatherhead is about 12 feet off of the ground. Good point.

Correct. The point of attachment needs to be high enough so that the minimum ground clearance is achieved. For something like a single story ranch style house it is often necessary to run the mast through the roof to achieve the minimum above ground clearance.
