Yes, that’s where you “could” have a safety check valve (some are just full flow, no flow limiter) and it would do what you described. You open it too fast or there is no back pressure before you open it and it limits the flow. The tanks I often find have this type of connection, it does not look like there is enough room for that fitting to have the flow limiter, I need to ask one of the local propane companies about it:
