Appearance is indicative of several types of Roofing materials.
Hi Joe, I agree with you, the photo did not come out very well when compressed for this site, the open blister is a good clue however, but only for those familiar with these systems.
I’ll explain more tomorrow when the poll closes.

again sorry about the photo quality, it came out darker when I posted it.
The correct answer is SPF (sprayed polyurethane foam) the blistering is a common problem on these roofs when not properly applied, the blister is in the elastomeric covering that acts as the topcoat on these roofs.
