The corners are by far the thickest part of a wall. If it was my house and the inspector called it any thing other than cosmetic I would be sending the bill to the inspector. Talk to structural engineers in your area and I feel that you will be told this is a cosmetic item, but it does need to be mortared to stop water intrusion and freeze - thaw problems. (double talk)
