I’ll have a go.

  3. Dead loads are static or relatively constant ones. Live loads are variable, or moving loads. It’s the difference between the weight of the roof on the structure, versus a person walking around in it.
  4. Equipotential
  5. It’s a little hard to see the picture on my phone. Aside from some paint in there it looks like the drywall might cause the panel cover to sit “too high” when installed. The overspray would suggest work may have been done to the walls. I’d need to see a picture of the cover installed to see the alignment.

Extra credit: a painter/drywaller

    live load: the load to which a structure is subjected in addition to its own weight.

5 Most likely the panel needs replaced, most manufacturer’s require replacement of panels with contamination that can not be removed with a clean cloth.
This from Square D for instance:
**example quote from Square D company:
If any contaminant has entered the panel that cannot be removed by simply vacuuming or wiping with a clean lint-free cloth, then we would recommend replacing the interior of the panel. If paint, or some other contaminant, has left labeling that is affixed to the panel unreadable, then we would recommend replacing the complete panel. We comment in our current design of panel: “Allowing petroleum-based paint, solvents or spray to contact the non-metallic parts of this product may adversely affect user safety and impair reliability”. This is due to the chemical reaction of the petroleum base paint or solvent to the insulating bases used in the panel.

Florida Building Code (which is derived from IRC) also addresses this issue:

Reference Florida Building Code E3404.7 Integrity of electrical equipment.
Internal parts of electrical equipment, including busbars, wiring terminals, insulators and other surfaces, shall not be damaged or contaminated by foreign materials such as paint, plaster, cleaners or abrasives, and corrosive residues. There shall not be any damaged parts that might adversely affect safe operation or mechanical strength of the equipment such as parts that are broken; bent; cut; deteriorated by corrosion, chemical action, or overheating. Foreign debris shall be removed from equipment. [110.12(B)]

Jacob, you were almost there, but on the painted over circuit breaker panel you recommended 2 options, one was

There is no approved method to remove the paint other than vacuuming or wiping with a clean lint-free cloth
I don’t think the very heavy contamination is gonna be removed by simply vacuuming or wiping.
Replacement is recommended-period. No repairs.

    A ball valve is a valve with a sphere (or ball) inside it. The ball is the part that controls the flow through it. A ball valve can be totally open, totally closed, or any position in between.
    Gate valves should be used only in the fully open and fully closed positions

Paint contamination observed in interior of electric panel. Safety hazard and maintenance concern.
Paint can interfere with proper connections between electric components or proper operation of circuit breakers, creating conditions where proper grounding and electrical connections are not present, possibly causing brown-outs, arcing, and fires. Paint can also cause the wire insulation to deteriorate.
No approved method exists for cleaning contaminants from panel interiors or
components such as bus or terminal bars, circuit breakers or fuses.
