Refrigerant lines thru foundation wall

Question:

Beside common sense, is there a code reference or requirement to have refrigerant lines placed inside conduit when penetrating a concrete foundation wall?

Had a builder yesterday balk at an issue I called out. The refrigerant lines that penetrate the foundation wall have missing insulation. I informed the builder that condensation will occur on the uninsulated section and drip inside the wall cavity.

Any help would be appreciated.

Any reason he did not seal the wall?

Piping protection and support:

Piping shall not be embedded directly in concrete IRC2603.3 UPC313.2
Mechanically protect pipes passing through/under walls IRC2603.5 UPC313.1

Kevin, here is a pic of a standard installation of piping for four units.
Once the backfill is done, the sleeves will be trimmed to grade and sealed.

Aside from condensation, copper can’t be in direct contact with concrete.
Copper loses every time.
