He isn’t, he is just a computer bank loaded with known facts, it’s up to the person utilizing the information to decipher what fits the occasion and make your own determination based on whatever experience you have in the matter.

The “failure” pattern seems to be very repetitive. Are you sure those shingles were not designed to look like that? Maybe to mimic a wood shake or tile roof? The manufacturer’s data on the shingle would be helpful. If not, perhaps it is a manufacturer’s defect.
