It is a common method to wick any water or moisture out of the cavity behind the brickwork, from the air space and wood wall framing. Likely in place of a weephole.

The rope is part of the weep hole draining system. The weep hole allows water to drain while the rope is intended to keep out bugs and whatever…

it’s a method that has so many purposes that it’s hard not to use. (every one so far is right.)1, put in masonry weep holes to provide a water tension break, keeps bug, plants etc. out and (up hea in the New England area) insulates against drafts and prevents ice pops.

Claude is right in the description of what it is.

When the rope were used for weep holes you were actually expected to pull them out after the brick wall was done in that area.

Today they provide weeps that are made of poly and stay in the joint.

They also make some rectangular shapes that are brick butt size and stay in the joint.

Now the workers don't have to remember to pull them out.
