Secondary Water Resistance Wind Mit

Question, if someone has double underlayment on their entire roof does that count as secondary water resistance on a wind mitigation?

Standard underlayments do not quality for SWR the WindMit states.

The question is does double qualify.
I’m not exactly sure, but would most likely say no.
How do you know it’s doubled?

No, it must be a self-adhered membrane applied direct to the sheathing.

I don’t know if it was installed and informed the customer that unless it specifies SWR on permit, or his roof slope is less than 2 I’m not marking SWR.

I was told in Florida Ice & Water shield is considered SWR and will be marked on the permit but above all the customer will know because having your entire rood Ice & Water shielded isn’t cheap.
