Are the shingles in the photograph improperly staggered?
I’m no roofer and you’re no photographer but I don’t see an issue.

I like to see butt joints staggered at least 6 inches. And several courses between butt joints before they align.
As Ryan said, photo is a bit bad for that determination.
Marginal if actually a butt joint, we may never know

No, this shingle is not properly staggered. But is you need to know more about shingles and it’s types, or want to replace your old one. Then kindly call a local roofing and professional contractor.
