Sloppy ground bonding sub panel

Detached garage sub panel. Grounds are bundled and loose with a copper split bolt. Are they rated for a certain number of wires? I’m used to seeing bus bar bonded to cabinet. It does have a ground wire passing through cabinet although it looks like it secured with a bolt instead of cable clamp. Would that be good enough as far as bonding goes?

You’re correct almost all split bolts are listed for only two conductors that must be within the conductor size range usually stamped on the split bolt. With that mess I’m surprised that there aren’t other issues with this panel.

There are a few. Double taped breakers. Had a 100 amp main with 8awg conductors

The 100 amp main might be OK if the OCPD ahead of the feeder had the correct size OCPD for the #8 conductors. In that case the 100 amp CB is just being used as a disconnecting means.

Yes, Cutler Hammer makes breakers designed for two conductors. But not these.
