I’m calling it out as needs further evaluation by a licensed electrician. I’ve seen far, far worse but ill let someone else make the final decision

In the picture it is on the face of the breaker. That tells me it was after the panel was installed and terminated. Where the contamination becomes an issue is when it is on the bus bars of the panel. If it had paint over-spray when it was just a can with guts prior to the breakers and wiring going in then it would be a bigger concern as those breakers would likely be connected to a bus that had contamination and may not have good connections.

So the overspray on the busbars in the photo, are not a concern?

A little noticeable on the bus bar. The main disconnect and 1 other breaker look like they were installed when the home was being painted. The rest were installed after the painting was done. Not sure what the rest of the bus bar looks like
You could call that out if you wanted to, but that isn’t enough for me to call out.

I know to each their own, on what to call out or not. I just like to know on how they decide what is too much or too little. I seen it on the breakers and busbars, etc…

If the over spray was the only issue, I would not call it out, but since other issues exist, I would include the over spray along with the other issues. JMO
