Looks like maybe a 4" hole for a 2" pipe in a 2x8. Did you measure the hole? Was it in the middle 1/3 of the joist span?
Sure looks like a lot of material was carved out of the joist, so I’d be calling it out…

InterNACHI has a very good video on this. Relatively short length. AND, Paige is pleasant to listen too. Then, print out the picture shown in Ryans post to keep it in your inspection notes which you can use in the field as a reference or even show to the client when you call something out.

Looks like about 2/3 of that has been chissled out! It is wrong.

I agree with too much cutting/boring. I would suggest no more than an flooring contractor to further evaluate. You could pay $800 for a SE to say that an additional support beam be placed under the cutout, or you most probably will pay a flooring contractor $200 to do what the SE suggested.

It’s wrong. Recommend repair/reiforcement by a qualified framing contractor.
