These are two sub-panels next to each other in the garage. My question shouldn’t the smaller panel have the neutral buss bar isolated from the grounds?

Marc , I was assuming the conduit was ground.
Ground and neutral seperate correct?
I can’t see from the angle but is the tie bar that connects the top bus(in the pix) to the bottom bus removed? If so they are isolated and the bonding jumper is only bonding the can, as it should.
