Sub Panel with Two hots and Uninsulated Ground or Neutral

In an attached garage I ran into a sub panel today that had two hot wires to main lugs, and an uninsulated wire connected to the neutral bar, no ground or separate bar for grounds. Of course the uninsulated wire was contacting the metal conduit attached to the panel, which would appear to me to bond the nuetrals and grounds. Can I get a little help from someone with more expertise in this area?

You’re correct that the panel has issues, looks like uncle Billy did it. It really should be a 4 wire feed, by today’s standards. Plus a bare wire acting as the grounded conductor is dangerous. Call it out to a sparky.

I agree with Michael. This was never code compliant and must be fixed by installing a 4-wire feeder.
