T & P Relief Valve

Just a quick question…Can a t & p valve from a water heater in a garage be routed to the floor? I tried to find code that stated it must be routed to the outside. Am I right or wrong? (Brain Fart)

The drip leg must terminate within 6" of the floor according our local AHJ.

Terminate 6" to 24" from ground UPC608.5

End of pipe must be visible IRC2803.6.1 & UPC608.5

May terminate into pan IRC2803.6.1

May not terminate into pan UPC510.8
