The windows in the picture do not have tempered/safety glass.
The 2 windows in a normal (flat wall) configuration would require tempered glass. In this case, both of these windows are 90 degrees off from the door and there is a hallway when you open the door, so the door can only swing in/open 90 degrees.
What say you, tempered or not?
IRC, tempered glass must contain an identifying label . Bottom left or right side corner. I take an image.
I recommend a minimum 24" guardrail under 6.5 ’ feet inside our outside.
Window should only open 4" above 6.5’.
Do you have a picture from the inside? If you’re saying there is a hallway dividing the door from the windows then no.

According to the National Glass Association, there are 4 criteria that require safety glass: The glazing (glass) is less than 18 inches above the floor. The top of the glass is less than 36 inches above the floor. The size of the glass exceeds 9 square feet.
Both those glazing in the fenestrations left and right of the doorway require tempered or safety glass/glazing.
According to the IRC, all glass panels in fixed, sliding, swinging, operable, or bifold doors should have tempered glass or laminated glass installed. Any glass that is within 24 inches of a doorway must be made of tempered glass if the bottom edge of the glass is 60 inches or less above the walking surface.
Define “walking surface”.
Anything that could be walked on? Think of kids and where they walk, they love to go stand on windows and rap on them, my kids were doing it today.

Oh yeah, you are probably correct. All of the comments seemed to be referencing the door being the determining factor so I was focused on that. The door does not cause the glass to have to be safety glass. But I agree now, the size and clearance to the walking surface do.
So much for code check! That diagram is a mess.
Oddly enough, I searched far and wide for a better one for my report template. If anyone out there has one, I would love to get my hands on it! Maybe a project for @rmayo ?
I personally do not report on safety glass, it is one area of my SOP I do not exceed except under special circumstances.
I have been down this road as a builder, Safety Glass is required when the glass is less than 18’’ from the floor. I have also added a safety film over an exsiting window to meet the requirements of safety glass. That is the way it is in my neck of the woods,
Honestly, it’s not at the the top of my list either. But I have reported on several windows in tubs and showers. These are typically older homes where a bathroom was added. And I think the OP’s situation should be in the report also. It is a large window right on the sidewalk. But I am not measuring out every window if it looks fairly safe.
I see where you’re coming from but the "living space” of a every room in a home is not technically considered to be a walking surface.
Think about it this would require many styles of windows in bedrooms and other parts of the home to have tempered glass, but they don’t.
