I am not sure. After reviewing code a few times (I have to ignore the diagram for now) I believe you are correct. Hinge side protection and each side of the door is all that is needed.
As far as why this safety glass is needed…I am not sure. Door slams could cause cracking. Also, pedestrian traffic with stuff in your hands such as furniture, cases of beer, babies etc. may make these windows more susceptible to impact damage.
Thanks for all the input everyone. The reason for my concern on this one is that this house recently had all the windows replaced. The large window in the jetted tub enclosure was not tempered either, so I called it out. As far as the windows at the front door, I wrote that up to check with the local building inspector. I do see the window companies selling customers non tempered glass in many instances. You know, they are cheaper and the lowest bidder gets the job.
