The amperage rating of the sub-panel disconnect (30 amp)exceeded the amperage rating of
the feeder conductors (20 & 15 amp). is this correct or is it 30amp on each leg?

A 30 amp rated disconnect is rated to be supplied with up to 30 amps. The rating is the maximum it can be supplied with.

Looks like the feeder is 30 amps and there are two branch circuits, 1-15 amp and 1-20 amp.
