Any thoughts/explanation of why this GFCI breaker is wired in this manner?
I can’t recall ever seeing one with a wire jumping from one lug of the breaker to the other.

It’s a factory installed jumper evident by the filler over the hole. These CB’s have two neutral pigtails, one line and one load. I think it’s the line pigtail that usually has a black tracer.
Looks like a early generation of GFI breaker. Later ones do not have the external jumper.
