Should I inform my client of a tripped breaker with no circuit going to it?
Whenever I see a spare breaker in a panel, I flip it to the off position.

I do the same as Dave and note it in the report.

The breaker could be bad. It looks like they possibly removed the wire that was terminated on the breaker and moved it up two breakers.

Square D ships there breakers in the tripped position.

yep not that breaker is double tapped.
a cheap fix. just get a new breaker and separate the double tap.

Spare breakers should be labeled “spare”.
