Jeez, I hate questions like this.
I have typed three separate replies but then go back and re-read the question and replies and keep changing my mind. 
Now I am back to thinking A is the correct answer.
B, C, and E are problems. D is not a problem since nails shouldn't be tight.
So by the process of elimination A would have to be the answer, but one could then argue that the problems need to be common to both metal and vinyl (like Jay) which then could eliminate A.
But on the other hand "metal" is a qualifier in A, which then precludes it being applied to vinyl. Which then meets the "except" qualifier in the question, or not, well maybe.

It is a confusing question because the word except is in there. It is asking what is not a problem on this list. Nails not driven tight is not a problem. That’s my story and I’m sticking to it.

We both got to the same destination but I have to admit I wasted a lot of gas to get there.
