Taking the courses.
If there is an unused circuit breaker panel opening that is not covered, would it be wise to not take the panel cover door off? And to defer further evaluation to an electrical contractor?

Question, why wouldn’t you want to remove it if there is an open knockout? Why would you want to remove it if there was an open knockout?
IMO you can safely remove the cover if you’re cognizant of the opening. All depends on your comfort level. If I were paying for the inspection I would want the panel to be opened and looked at.
An opening in the panel cover is one defect.
If you don’t remove the cover, how will you know if there are other defects?
IMO no, it would not be wise to not remove the cover because of that one issue.
If you have a problem removing covers, you should take some live courses to get hands on training, or consider another occupation.

I also carry knockout plugs as well as breaker blanks and dead front panel screws. Some panels are missing one or all of those things and frankly I see no need have the HO pay hundreds of dollars to sparky to fix it when I’m right there.

exactly. If not, the missing knockouts go in the 4 point report… So if thats the only electrical issue, I will usually just do it. (and tell the buyer for some extra brownie points)
Exactly. I see no reason for someone to get jammed up on a 4pt about trivial BS.
Every single time I’ve done that they referred me to 2+ more people.
