the first “t” to the front hose bibb. This gives home owners high water pressure to do things like wash cars with, but then regulates the pressure to below 80 psi for the rest of the system.

I'm asuming I'm the Richard you are referring to...?

No, not in this case. I'm fairly certain that there was no take off before the pressure regulator, and the variation was measured at the same hose bib.
