washington inspector legislation passes

bill 6606 was aproved by the legislature today and will be sent to the gov for signatures, it appears as the board to oversee the rules etc will be appointed by the governor and can have no more than 2 members from any one inspectors organization, I will probably throw my hat in the ring for one of the NACHI spots.

That’s not what the amended bill says.

It says:

This means that you can have no more than two members belonging to any one group…but can have seven members belonging to no particular group. You are not guaranteed two from each, by this wording.

that’s correct, but not being picky that is also what I said …in non legislative words

There are no “NACHI spots”. There is simply a limitation that says that, if you have any NACHI members on your board at all, no more than two can be members of NACHI.

Of course, there is nothing to stop 7 ASHI members from resigning from ASHI, taking seats on the board, then be re-instated.

From the rumors I hear Ron you may have to fight it out with Jerry Domagala for that position.

It’s estimated that around half of the HI’s in Washington State are Independents and blong to no Association, just go down the list of SPI’s and compare the names to Association Rosters, which brings up a good point. I also hear that the “proof” of the number of Inspections performed for grandfathering will be the Number of ICN’s issued by the WSDA to those HI’s whobathered to obey the Washington Law, that in itself will leave out many, if not most Nachi Inspectors in Washington.

Hi Lewis,
Hey where did you hear this? I did not see this in the bill as written. It only stated that requirements for grandfathering are as follows;

Quote: Section 2. (2) Any person performing the duties of a home inspector on the effective date of this act has until July 1, 2010, to meet the licensing requirements of this chapter. However, if a person performing the duties of a home inspector on the effective date of this act has proof that he or she has worked as a home inspector for at least two years and has conducted at least one hundred home inspections, he or she may apply to the board before September 1, 2009, for licensure without meeting the instruction and training requirements of this chapter.

I guess the question is what constitues “proof”? I would expect proof would be Schedule C tax returns, business licensing documentation, and signing an affidavit.

I see how the ICN records could prove to be a useful tool, as it is a clear record of both the length in business as well as the number of inspections performed. But it could not be a stand alone measure.

I suppose the board gets to make that decision…?

…oh and BTW Ron P. Good luck on getting a position on the board…if you were an active particpant in WHILAG, and/ or the legislative process (i.e.hearings at Olympia) then you have a good shot at the board.
…But if you are like most of us who actually have to work for a living, and keeping so busy that we have no time to worry about limiting our competition through licensing, then your chances (like mine) are slim to none.
…That doesn’t mean don’t try, but don’t be surprised when the board is comprised of the same folks that spent alot of time in the legislative process. I do mean “good luck” when I say that, because you will need it.

H Miller, my luck will depend on whether it is this governor or the next one that will make the appointments, I have some favors out there to call in. Past experience I have had is that these folks don’t always get the appointments for a lot of reasons. Still not sure of my need for the self abuse that comes with these types of appointments, but would like to see some common sense on the board.

Ron
I was surprised that the governor is who appoints the HI board members. I was unaware of that change until you pointed it out. I remember that line of the bill used to say “director” indicating the DOL director…
I wonder why the board would be appointed by the governors office?

I agree with you on the need for common sense on the board.

…and with a little luck maybe the voters will use some common sense on picking our next governor…

Wish you luck in your endeavor!

In Missouri, it is written into the bill that way so that promises to seats on the board can be given out in advance for supporting the bill. The governor is informed by the lobbyists and key legislators who their choices are to fill the seats. The governor will usually oblige.

Various departments are usually made up of salaried people who are more difficult to influence and who go through a less political and more objective method of selection.

I received the following e-mail from Larry Stamp, who is working with the Dept of Licensing to compile an e-mail list of practicing home inspectors in Washington. If you would like to be on this list you can e-mail Larry. See Larrys’ instructions below.

Hello!

As you all probably know, the bill, ESSB 6606, was signed into law by the Governor. Currently the Department of Licensing is working on the task of implementation. I know some of you would like to see some statement from DOL about what will transpire now and I will see if I can get something to post. It may be a bit premature as they are still working on an implementation plan themselves. In the mean time, I am trying to assist DOL by providing them with a list of all home inspectors who practice in Washington, even those who live in out of state. Here is where I need your help:

If you are receiving this e-mail because you are on my mailing list, but you are not a home inspector practicing in Washington, please let me know as soon as you can so I can remove you from this list. If you still want to be on a mailing list to keep track of what is happening, I will do so, but I need to refine my existing list for DOL. Harold/Ron:

The voters did use common sense in the last governors race, but King county kept recounting until they got it “right”. Right, at least in their eyes!!! Don’t get your hopes up, the same bozos are still running the king county elections.
Think they are already marking those “missing ballots” just in case there comes a need again for them!

Ron, do you think you can afford to take a position on the board?
The Dept. of NO transportation has just proposed to raise the bridge toll by another dollar!!!

Common sense? Will never happen in this state, but give your best effort!!!

And good luck, hope you make it!!

I go to Olympia via Shelton and beat traffic and bridge tolls…

Gona chance it on blood alley??!!
Have a place south of alyn, I go around south and back up also. Refuse to pay a toll on the old bridge that we the tax payers have already paid for.

Good luck in your new venture!
