That flex copper is all I ever see here on water heaters. Some Harry Homeowners will have three or four of them linked together to make up the lengths they need.

Copper flex connectors are pretty much all we use here in the top-left. But then our ground likes to shake occasionally. I can’t see any harm in using them in the more stable (geologically anyway) parts of the country.
