Water heater venting out side wall

Is this acceptable? This is an atmospherically vented water heater that is vented through the side wall of the home.

Never. Unless it extends eight feet or more from the wall, it needs to extend above the roof. It also must terminate at least five feet above the top of the appliance.

Incorrect for a number of reasons. The most visible (in the pic) is close proximity to a door.

Disagree. The biggest issue is the close proximity to the building and the potential for continued compromised drafting/venting of combustion by-products as a result.
