Report the damage, without suggesting what the cause is from.
Refer it out for evaluation and correction by a qualified contractor.

Damaged wood observed in XXX locations.
From a home inspection standpoint that’s all you need to do. If you want to start getting specific you really need to know what you’re talking about. Because now you are operating out of the scope of your license.
Due to that condition, it is recommended that a licensed pest control operator/inspector be called to determine the type of wood destroying organism found.
