When you talk about direct vent you are talking about bringing the cumbustion air in from the outside.
And when you talk about 1sq in per 1000 btu, you are talking about How much cumbustion air is needed, not if it is a direct vent.
You can have a Category 1 furnace that is NOT a direct vent and utilizing indoor cumbustion air and that cumbustion air needed is still 1sq. in. per 1000btu's.
