What bug does this in windows?

I’ve seen these little grass nests in a bunch of windows and figured maybe one of you guys know what critter does this? Just curious…

Looks like wind-blow debris to me. I see it a lot here right after we have had a couple of days of Santa Ana winds, which can reach 90 mph.
