This round flourecent light when the switch is turned on will not light.it will only light when you put your hands up to it within 2 inches (not touchinig).The timing makes no difference 1 second 10 seconons 1 minute or 1 hour. Any thoughts.
Sounds like the fixture is not properly grounded.
My guess is a faulty starter. Or, a lack of a ground.
Flourescents are notorious for acting weird due to proper grounding. Your ballast or starter depending on the age and type of fixture may also be the culprit.
