What is this?

First picture-What are these holes? They were all the way around a house I inspected today. The house had signs of termite damage. Could this be a treatment? It had a full finished basement.

Second and third picture- This was in the back yard. Its ago 20 feet deep. Had 2 sump pumps at bottom. House has city water and sewer. Was not for gutters, they did not go into the ground. Pumps were turning on and off about every 10 seconds.

Looks like they have a problem with a high water table ! Without those pumps water would probably find it’s way into the basement . (IMO);)

Holes in concrete block are consistent with subterranean termite treatment.
