Forgive any ignorance. This tank appears to have been abandoned(unplugged and cut lines to house), however the gauge reads pressure. Faulty gauge?? Any thoughts?

What was the alternate source of potable water?
There is municipal water meter above to the right (not in photo). I’m not sure when it was changed over.
Broken gauge (died in that position, maybe frozen by corrosion)?
perhaps still in use for lawn/ garden irrigation…
