Section 45. Section 627.711, Florida Statutes, is amended to read:
…An insurer shall accept as valid a uniform mitigation verification form certified by the Department of Financial Services or signed by the following authorized mitigation inspectors:
1.(a) A home inspector licensed under s. 468.8314 who has completed at
least 3 hours of hurricane mitigation training which includes hurricane
mitigation techniques and compliance with the uniform mitigation verification form and completion of a proficiency exam. Thereafter, home inspectors licensed under s. 468.8314, must complete at least 2 hours of continuing education, as part of the existing licensure renewal requirements each year, related to mitigation inspection and the uniform mitigation form hurricane mitigation inspector certified by the My Safe Florida Home program;
It is my understanding that the InterNACHI Wind Mitigation course sufficed. I beleive i saw a thread a few weeks ago where Nick refered to the course as being the education needed. But I can’t say for sure.
Does anyone know when that law takes effect. It was originally written in 2007. It passed sometime this year, which means it probably does not go into effect until next year.
If you read the law as a whole; Many areas do have an “active” date but I did not see one for this part. I interpret that as when it was signed. You should read the whole statute.
I reveiwed the InterNACHI Mitigation Course and a lot of the material is outdated and not relevant to the current OIR B1-1802 Form. There are several additional changes that will be made by OIR on the form when the rule is reopened to add the HI lisencees to the list of qualified inspectors. These changes address roof geometry definition and roof covering standards for acceptance, specifically tile roofs that are currenty not compliant with Answer A.
This course has wide industry support from all of the key stakeholders and does not utilize the MSFH Porgram which never addressed the OIR B1-1802 form or how to perform a proper inspection for the purpose of Mitigation Credits.
The MSFH certification is of no use for these inspections and frequently reliance on this training produces erroneous inspections and potential liability, this is why the MSFH surveyors are being removed from the list.

Does anyone know if the wind mitigation course that is offered by InterNACHI is sufficient to allow a State Licensed Home Inspector to perform wind mits. I understand from the previous post that the NACHI course may not reflect the latest revisions, but is it acceptable. Where do we find the requirements for course approval, and who is qualifying the different courses. Is it OIR?
The course that Darius mentioned in the previous post appears to have the proper credentials, but I would like to verify.
Is this an approved course that will enable State Licensed Home Inspectors to perform and sign Wind Mit Inspections?
His response was:
I have submitted the class for CILB continuing education approval (at this
time we are not sure if they will approve the class for home inspectors) and
they told me to wait until I have approval, hopefully in early September,
before I teach the class again. Once I have approval, I will schedule more

I sent an email to OIR today citing the newer statue regarding home inspectors performing wind mitigation inspections. As you may recall the statute reads in part:

The information I just received is that the form OIR-1802 is in the process of being rewritten to include licensed Home Inspectors as a qualified inspector on the form. The new form will be released sometime in September. I was told that if I currently satisfy the criteria in the statute I can now perform wind mitigation inspections and simply include my licensing information in the top block of page 4 and check the box as:
*** ******Other individual or entity recognized by the insurer as possessing the necessary qualifications to properly complete this form pursuant to Section 627.711(2)(f), Florida Statutes. ***

Not that I need or want any competition. That is the current law, your first few may be kicked back, but it would be worth fighting for. If you do these make sure you know what you are doing or you will have nothing but headaches. If they are wrong they will come back to haunt you.
