It’s amazing how many people don’t know how to properly install shims. Thin end-thick end-thin end-thick end etc.
No, I think you’re misunderstanding what you’re seeing here.
Julius “Pinhead” Schlabotka, Mighty Mouse’s biggest rival uses a shim gun. He finally was able to get Might Mouse. After the electricity cooked the poor little feller, all that was left was his family jewels.

Plumber missed the mark installing this gas line just a teensy bit…
But hey, at least steel plates were installed…

It’s so unusual for a plumber to destroy framing like that. The patching with sheet metal is a nice touch.
I thought so too.
Not sure why they routed the piping the way they did. The room where it ran through the floor was set up to be a laundry room. Couldn’t get below to see what else was going on.
That’s one of the reasons I don’t want them…upper denture.
