Gary, you have to ask yourself, does it matter? there are other issues with this unit, not the least of which is its lack of pad, out of plumb and general age and condition. Even if it were working on the day you looked at it, I would still be recommending that the client budget for an upgrade to a newer and more effiecient unit.
Remember as of next year all new AC units are required by law to be a minimum of 13 SEER.

That is NEW units that will be installed after Jan 1st 2006, there is of course no requirement for mandatory replacement of units not meeting this specification.
My comment above related to the fact that not only does the unit look like hell, appears to be unstable, but also that it would due to its age be hugely inefficient.

The 13 seer will be all units MADE on or after Jan 1, 2006. Units of lower seer that have already been manufactured still can be installed as long as supply lasts. Here in Ohio my contacts say till mid or late summer for most brands

As a mid-efficiency unit myself, I am also concerned about my future obsolesense, none of us are improving with age, and it is just a matter of time until we wil be replace by younger units

The new SEER requirement is ok but the ROI to replace a working unit is a long time — Better save energy in other ways – oh yes the new HVAC units at this time are costing more $$ – wonder why
I hope that some day we can find a way to beat the system
