no hose bib on the outside, but one in the garage.

Any chance that garage was converted from a carport? I see that often on builds from the 60s-70s.

In the last ten years, I am finding them in higher-end new construction.

I am finding them in higher-end new construction.

I randomly find them in townhomes less than 20 yrs old. It is a pretty good idea IMO.
