I don’t know the specifics about your county, but where I’ve worked it would require steel shims and a mortared in beam pocket.

Blaine is right. Steel beams should always be shimmed with steel shims.
It is unlikely that the wood shims will rot but rather they will compress between the steel beam and the concrete. This can make the floor out of level.
