I see this type of thing so often. I always report on it. I always note this as improper and to have an electrician further evaluate the electrical system. What is the best way to verbally report this stuff.

Looks to me that the junction box has a small transformer on it. This would most likely be for the doorbell. Otherwise just a open junction and sloppy electrical work.
