This is a new subpanel that is tapped off of the original in the house. Note the cable entering in the top right corner. The black and red wires are connected to a 30 amp double pole breaker. The white is connected to a 20 amp breaker and the ground goes to the bus. Why would this be?


The panel was not labeled, I have no idea what these breakers served in the house.

Plain and simple Pat, it’s wired improperly. It looks like someone tried to wire two circuits with that configuration. Possibly a 240 and a 120.


The neutrals are also bonded to the grounds at the bus. It also looks like a three wire feed with no GC. FUBAR

A total guess here but it looks like they are using that 3 wire cable to feed a 240 volt load on the red and black and using the white and bare to feed a 120 volt load.


Whatever the case this needs to be repaired by an electrician.

Yes and yes. That is also only #12 wire on the 30 amp breakers.

and this is how the panel was fed from the adjacent original sub panel:

Yes, and yes it does.

I could not find what the second (newer) sub panel was feeding in the house. It was bizarre.
