Basement Footing

This setup is 3 - 4inch beams bolted together from the basement footing to the roof.
This is great I see there have been 125 views and not one comment on the post.
We finally got the city to state the issue with this post.
This post is listed as a code violation because they believe the footing is too shallow.
How would they know just by looking at it. now my client has to get someone to do a core sample for verification.
I can’t tell what I’m looking at.
